The MoF announced Cabinet Resolution No. 106 of 2025 on violations and administrative fines linked to the e-invoicing system. The resolution applies to entities required to implement e-invoicing, while voluntary users are not subject to fines until mandatory implementation applies to them.
Penalty for failure to implement or appoint an ASP
One of the key penalties is for failing to implement the Electronic Invoicing System or failing to appoint an Accredited Service Provider within the prescribed timeline. The penalty is AED 5,000 for each month or part thereof in case of delay.
This makes it important for businesses to track their deadline based on revenue category and entity type.
Penalty for failure to issue or transmit invoices
If an issuer fails to issue and transmit an electronic invoice within the prescribed timeline, the fine is AED 100 per electronic invoice, up to a maximum of AED 5,000 per calendar month.
A similar penalty applies for failure to issue and transmit electronic credit notes within the required timeline.
Penalty for system failure notification delays
The Cabinet Decision also includes penalties for failing to notify the Authority of system failure within the prescribed timeline. The penalty is AED 1,000 for each day of delay or part thereof.
This means businesses must have a clear process for identifying, escalating, and reporting system issues.

Businesses should avoid waiting too long to appoint an ASP, assuming PDFs are compliant, ignoring ERP readiness, delaying master data cleanup, and failing to test invoice exchange before go-live.
